Rules question

Ronnie had the butt end of the bridge pinned on the table and the bridge portion in the air...

Is it illegal to hold the entire apparatus in the air while shooting...??

Or does part of it need to be resting on the table...??
 
The rule sets, like the US Constitution, are minimalist in approaching matters such as this. Basically, if it is not defined specifically in the rule set as being a foul, then it is not a foul. Both WPBSA and IBSF clearly define all fouls with consequential penalties in Section 3. -10. and there is nothing at all about how a rest must be used. The only references to rests in either rule set is Section 1. -4. Ancillary, which states, "All extensions, adaptors and other devices to aid cueing must be of a design approved by the WPBSA." There is some more bits about what to do if the rest head falls off and such in Section 3. -18., but that does not apply here.

How about if my hand bridge is completely off table while shooting, with no part of my non shooting hand (or my any other part of my body for that matter)touching the table?

The only time the rules come anywhere remotely close to this issue is:
"10. Penalties
The following acts are fouls and incur a penalty of four points unless a higher one is indicated in paragraphs (a) to (d) below. Penalties are:
(a) value of the ball on by....
....
(iii) striking when both feet are off the floor;
...."

In other words, you must have at least one tippy-toe touching the floor when you strike (unless you are a wheelchair player; the rules specifically make exception for that). The one thing you specifically CANNOT do is to crawl up literally onto the table to strike the cue ball. Beyond that, as far as the rules are concerned, any part of your body can be touching or not touching anything you so desire. You can have both hands in your pants if you can still manage to hold the cue (maybe with one foot? The other one has to be touching the floor.).
