2 guys playing 10 ball last night. One breaks and the other one says “foul, you didnt rack the 2 and 3 in the corners
What’s the ruling?
Re break for other player
Foul and ball in hand?
The other player, not the breaker, is a colossal nit and should be avoided like the plague. We always play 1 up front, 10 in the middle. That's it. I don't think anyone in my local hall, maybe me, even knows who the WPA is. Nor do they give a airborne copulation.

I've seen people throw money away because they couldn't control their need to argue over a stupid rule!
If you want to consistently get $ games, it's far better to have your opponents thinking they might enjoy themselves despite losing.

Ruling:

1 nutkick for the guy who called foul.

2 nutkicks for the breaker if he keeps playing with the other guy.

It's such a douche move even if the guy thought it was the rule. He had plenty of time to bring it up before the rack was broken. The guy has proven his poor character and lack of class. Nobody should ever play with the guy again, he will attempt to cheat at every turn.

I played in a NAPA league, playing Lagger's Choice, which is eight, nine, and ten ball. Those rules specifically stated that the 2 and the 3 had to be in the back corners for ten ball. It was a pretty friendly league, so we'd say something about it before the break most times. They even had a poster size sign on the wall explaining how to rack for each game.
Our leagues were winner break and loser rack, so in the scenario that the rack wasn't correct, and the non-breaker made that complaint, it was also that person that racked incorrectly. Makes me wonder if that was the deal from the OP.

Pretty sure even if the rule is 2 and 3 on the corners, it is not a foul but an illegal/non compliant break. So either the other player breaks or the same player breaks again.

in the leagues ive seen give him a rerack as neither guy has any chance of running out anyway.

hey but if it is a rule in the tournament you are playing in, it should be called against you. tournaments are a collection of rules to abide by.
if you think calling a rule on an opponent in a tournament is chicken shit then you dont have a idea of how tournaments work.

any other time its tell me before the shot.

or as bill said if gambling and you are going to beat him anyway who cares.

I think that if the balls are racked wrong, and nothing is said before the break, the break ought to stand. Either player could speak up, assuming they are paying attention.
