2 guys playing 10 ball last night. One breaks and the other one says “foul, you didnt rack the 2 and 3 in the corners
What’s the ruling?
Re break for other player
Foul and ball in hand?

Under most sets of rules, all but the 1 and 10 are placed at random.
So--bad <attempt at a> rule.
That's true, but at one time the 2 and 3 were required to be on the corners in some events. Also at 15-ball rotation. I think the idea was to make sure the low balls would be loose after the break for a faster game.

Yeah, I've definitely played under those rules before but I don't think they're super common these days. If that is the rules they were playing I still don't think that's a foul, rerack and rebreak for same player IMO. I don't think you can foul by racking and it was still a legal hit assuming the 1 ball was hit first, so no foul. Just perhaps not a legal rack under the rules in play so a redo is needed.

I don't do much casual play, but I'm just going to start walking out on games with bullshit that gets pulled all the time i am seeing

Glad to see they have an actual ruling spelled out for the scenario. And a good/logical one at that. I like it.

No clue on CSI rules currently, could still be in effect. I still always rack with the 2 and 3 in the corners ever since I played in a couple small local tournaments years ago that required it. Was my first experience in 10 ball and just kinda stuck with me even though I haven't heard it mentioned much recently.

If rule known before the break...

breaker makes a ball with open table, then it's a re-rack and my break.
breaker doesn't make a ball and leaves me an open table... legal break, and we go over the rule if he ever gets to break again.

If your playing a friendly game, re/rack.
If your playing for money, should of gone over the rules before play started, and come up with a method to address those up and coming issues.
If you find you don't enjoy this ''growing'' situation, argue and don't play.
If you can't beat the guy, tell em maybe next time.
If he can't win.... and your gambling.
Don't argue, groom and milk your confrontation.... and DON"T inflict a Jimmy Reid snicker/snipe.

I played in a NAPA league, playing Lagger's Choice, which is eight, nine, and ten ball. Those rules specifically stated that the 2 and the 3 had to be in the back corners for ten ball. It was a pretty friendly league, so we'd say something about it before the break most times. They even had a poster size sign on the wall explaining how to rack for each game.
Our leagues were winner break and loser rack, so in the scenario that the rack wasn't correct, and the non-breaker made that complaint, it was also that person that racked incorrectly. Makes me wonder if that was the deal from the OP.
