Sanding shaft down ?

we have a pole sander this works well you can control which area of the shaft you sand and it is perfectly straight you can do a take down 13.25
to 12mm in 5 passes less then 2 mins then change paper and finish sand
these sanders are a little pricey but worth every dime
3500 to 5000 depending on what make there only 2 companies that make these 1) sunhill machinery $3500.00 the other critz 5000k plus

I put my paper in a vee block made of wood. It is about a 90 deg vee. This helps to keep the shaft round while sanding.

I have the lathe turning, it is like a poor mans sunnen external hone. I have the paper in a vee block and another piece of paper on a flat block over top. If I get carried away, I make a pivot to the block. You have to allow it to raise and fall for the taper.Otherwise it will end up being just straight. Caution is required , as if you use too much pressure it will grab and throw the block. I use about 500 rpm max. Most times around 200 or what ever the low gear is.With practice just like honing, you can make the shaft close to dead round.
