The pool world needs to figure out a way to use the shot clock permanently. Most tournaments have a standing rule that slow players can be put on the clock if they start to hold up a bracket but it is rarely enforced.
Part of the problem is that there are not enough tournament staff (ref's) to manage the shot clock. The other part of the problem (imo) is that depending on the player (champion caliber), TD's don't want to risk "insulting" or angering the player.
Slow play is a problem in every tournament and with every caliber of player. It is an issue that needs to be addressed on a wide scale. It is a detriment to the tournament, the other players, and the paying customers.
