Which cue??????
I have had the good fortune to play with almost all of the top cuemakers cues at one time or another, this question is so subjective and personal, it would and should be impossible to give a definitive answer. Every cue has it's own unique hit and feel, even cues made by the same cue maker, making the same exact cue, will have it's own distinct characteristics. Hopefully the cues will all play similar to each other, but each will still be unique. That being said, my personal vote goes for Tim Scruggs. Been playing with a one of a kind custom cue that I designed and received from him back in '95. Flat faced, 3/8"x10 stainless pin, black implex joint, brass rings with maple stich rings and bloodwood points with a single, thick ebony veneer outlining each of the four points. Hit exactly as I thought it would from the first ball struck in Tim's shop when I went to pick it up. Every one who I have allowed to hit balls with my cue says the same thing, " This cue plays incredible!, You get the exact response you were expecting, no adjusting to compensate for how you aim to hit what you want". I am not talking about just your average player(which includes myself), I have had A+ and pro level players make the same comments after trying my cue. In the end, it's all personal preference and you get what you pay for.
