I do mine once.
The undersized radial tap is not really undersized. It's the right tap for shaft.

I bore the hole in the shaft, then put the tap in my tailstock. I cut power, and as the chuck is still spinning about half-speed, I slide the tailstock up and run the tap in very close to the end of the hole. I hand turn the last thread and then reverse it out. Blow it out with air, then very carefully start the tap in by hand, then grab it with the tailstock and do a second pass to make sure the threads are nice and clean.
I also like to rub a little beeswax on the tap before I use it.
 
i use the back gear on the lathe which is very slow,but i was wondering if i need to run it a few times.it seems like that undersized tap would make for an extremely tight fit.

As the shaft is used, it will loosen up a little, but never to the point of being wobbly. A little wax on the pin/threads will help to break it in when it's new.
