I think we have a perception problem

A player will never reach what you call the third stage without excellent ball-pocketing skills. You just can't get to that point if you miss a lot. Not going to happen.

No sense repeating myself, my earlier posts make plain that I believe that anyone with strong position skills will have solid ball pocketing skills. If you see skill levels as being only "miss a lot" or "excellent" then I will cheerfully concede that I have never seen anyone that used speed and angles well and missed a lot.

Sorry....I don't even understand this question....For example: If I have a cut shot into the corner pocket I plan my speed and spin(if needed) based on the angle of the shot. If I miss because I cut it too thin then I am not going to get shape because the CB is now moving faster than I had planned...If I miss the OB because I hit it too fat then my CB is now going slower than I had planned...so unless I miss fat or thin on purpose for a safe...how do I get shape(as if it matters) if I miss?
 
It's all about the cue ball
I can teach anyone how to pocket balls, every aiming system there is, any system that has ever been written and then some. In a very short time, very short. Ridicoulsly short.
They may have learned to pocket balls on their own by just banging them around. If so we improve on that.

When it comes down to the cue ball and stroke technique, it is a whole new ball game. You go from the farm team to the Major League. Its work, practice, studying, like going to school.

It's the ultimate art form in the game of billiards.
Pocketing balls is the easy part compared.

I have never seen a player with a good cue ball, not be able to pocket balls. Some just better than others, some a little cleaner.

If you talk about taking flyers, crazy low percentage shots... you will either be a hero or a zero.

I saw a post on here about Corey and his pocketing skills. Those videos do not show the shots Corey, or others, taking a big stroke and missing it by 2 diamonds. They don't have a You Tube channel where you see all the bad shots, just the great ones. That's where the hero or zero sits.

Also if you see a big stroke with a low percentage shot, they know how to stroke it, spin required, so they are not shooting flyers all day.

I am not knocking Corey, he is a great player.
