Slate backing

Yes, it can absolutely be replaced.
If the slate itself is not damaged, there is no reason to replace it.

Not knowing who the manufacturer is, limits my knowledge of your slates' assembly process. Some backing is screwed in place & some backing is glued on. Some backing is real wood (most likely poplar) some is MDF or other similar wood particle material. If it is real wood, you might want to have the backing plates planed to insure the plates are all the same thickness, before completing the assembly.

If I were going to replace my backing plates, I would choose Poplar. You might even go as far as to apply a sealer coat, to prevent moisture from being absorbed over time.

I used a biscuit cutter to join my backing plates at the corners. Simple process

There may be books around to describe all the processes & tips in putting a Pool Table together.

I purchased a set of diamond slates which had been left outside by the rocket scientist I got them from... MDF was toast so I ordered new poplar bakcing from Olhausen to go back on the slates.....

I wonder if you were to soak the MDF on the slate outside for a wet winter if it would loosen it up for easier removal without chipping the slate.

It's not as bad as it sounds.... A good steamer and some time should get the old backing off and gluing the new backing on is not big deal since it lines up at the edges... Just have to get the right glue and have enough clamps on hand to hold the backers and slate together while the adhesive dries.....

why do you need to replace the backing boards? Are they all broken, or something?
just wondering,

The MDF or particleboard is breaking up because of putting staples in and then pulling out, doing this process over and over has started to break the MDF or particleboard up and making it hard to staple the cloth to the MDF/particleboard.
