Is it common for sneaky petes to be made from converted house cues or do cuemakers use new material?

Is common for both ways. Both can result in a nice hitting cue if done right and both can be really nice.

Same here. I've used both new blanks, and have also converted them from house cues. Some house cue are too thin the make a standard cue from, but can sometimes be used to make a jump cue from. I have a jump cue I made from one, and carry in My case. It was made from one of the thinner valley cues.

Here's a couple of pictures for the person that Pm'ed and asked about the jump cues. This is the one I carry. I used one of the valley house cues that was too small to convert. I also salvaged the shaft from a house cue. It Has a brass uniloc jump pin.
