I don't pretend to know anything, but it kinda looks like the wrap is finished over. Meucci? I wonder if it jumps full tables well?
Looks like a Schon to me, but not postive.

You offer here on an used Cue with very beautiful insertion work. Queue plays itself centralhard with little deviation. Unfortunately me no mark is well-known. Much fun when offering
No indication as to who the maker might be. He does say, Unfortunately, me no mark is well known so that might mean he has no idea who made it.
