Southwest?

I bought an identical one from Jim Baxter on AZ for approx $100 with a leather wrap on it.

Not saying it can't be a SW, just be careful if you're considering buying it.
 
Probably been said but that shaft wood looks pretty good and more than likely a cheap cue is not going to have what looks like from the pics a micarta ferrule. No number on the pin could easily mean a "pre-dated" cue.
