If by high english and low english you mean pure topspin and pure backspin (no sidespin), and if the cueball has the same amount of topspin or backspin as it reaches the object ball, then the effects will be the same as far as the direction the object ball takes. (Theoretically, there are very slight differences, but nothing to worry about.)

If you mean hitting high or low with sidespin, the cueball takes different paths to the object ball. See the diagram in Colin Colenso's first post in this thread:

The exact path depends on everything: speed, how high or low, how much sidespin, how much the butt of the cue is elevated, how much friction there is between the ball and the cloth, and to some extent, even how "bouncy" the cloth and bed are. Colin's diagram shows the difference between hitting high and low in a general way.

I think speed is the biggest factor.

At a higher rate of speed the angle of approach is the same, while when you slow your shot speed, *IME*, the draw shot bends more and the approach angle changes.

If you're talking about throw, the higher speeds decrease the throw, making the OB travel closer to the line-of-centers of the CB and OB on contact.

As Jal said, high follow and low draw have basically the same amount of throw.

Also, below are throw charts from low to high speed for various CB spins at 3/4 ball angle cut. You can clearly see the reduction in throw for the higher speed charts and that follow and draw are mirror images.

If you're talking about using any side english, say left english, topspin will hit further left on the OB than draw left english for most practical shots. A swerve to get out of a snooker may give the draw shot a chance to catch up. See the thread JAL linked to above for more info.
