The creator was Tiger. Call, ask for tony, he's a great person to do business with, a standup guy who specializes in leather.
 
Ryan Theewen of Rat custom cues does the best looking stacked leather wraps I've seen. He does work for Meuller's and charges $125 I'm pretty sure.
