I would say any ruleset is a work in progress. There are always going to be new situations/equipment changes that will need new or revised rules.

If that wasn't the case we'd still be using maces.

It has already been done. Look on the WPA or BCA web site for the World Standardized Rules for all the varioius games.

It is unfortunate that VNEA/APA/IPT/Joe's Bar League make up their own rules rather than go with the standard rules.

"Texas Express" is short hand for something like "balls stay down, cue ball anywhere." I doubt that you are playing by the actual rules of the Texas Express organization, which is no longer in business so far as I know.

you say the BCA rules are the standard and APA makes up theirs ! but isn't the APA 2-3 times older than the BCA? I was playing APA pool back in the 80's I never heard of the BCA until much later.

You are confused. The BCA was created in 1948 from the former BAA. The APA is (and I believe always has been) a member of the BCA. The BCA is the recognized organization for pool in the US through the WPA. The hierarchy is:

APA -- member of BCA
BCA -- member of WPA
WPA -- member of WCBS
WCBS -- world recognized organization of all cue sports

The APA, a private, for-profit pool league, has decided not to use the World Standardized Rules. I think that's a mistake on their part, but it's their business, not mine.

Having to call a bounce off a cushion adjacent to the pocket is one of the most idiotic bar rules, in my opinion. By the logic of that rule, you should also have to call the number of times the ball will rattle off the jaw facings before it drops. LOL.

I do agree. I feel a shot like that should be considered a soft rail and not need to be specifically called in the gentleman version of bar pool
