They do it all the time in NYC & other high rent cities. If you know the right people, they will side with you even when the law says otherwise. I don't condone it but I live in reality.they cant evict you if you have a valid lease. all they can do is offer to buy you out.
But i have seen cities declare Eminent Domain to get rid of 2000 poor people for a rich person's project like this.you are confusing evicting someone who has no lease, or has broken their lease, or the lease term has ended.
with a current lease the landlord cannot evict you. and has to go to court to try to do it.
