It really doesn't matter. It is all under personal preference. You can have it dangly and lively like Bustamante or rigid stiff like Carom superstar, Raymond Ceulemans. If your techniques are well enough to show a correct follow through (especially under draw), it should not make too much difference. I have friends who perform draw strokes with a stiff wrist and perform them well. Instructors would suggest to keep the wrist as supple as possible without going too overboard and letting your elbow go down.
