That's not quite true about the EuroTour ruling. It's usually 2 balls not 3 that have to go past the head string. The actual rule is you must score 3 points or it's considered a dry break. You get a point for potting a ball and a point for a ball breaking the head string. Any one ball can only score 1 point. So usually you will get the wing ball and need to get 2 balls past the head string.
The rule we will be using on the new tour in the UK (GB 9 Ball Tour) will simply state that 2 balls must pass the head string or it is a dry break. I agree it needs to be sorted and this woudl surely do it. I just cannot understand why they didn't do it after Alcano's display last year because they must surely have known they do it on the EuroTour.
