I'd say that should be agreed upon between the two players before the game/match begins.
I think it is the right thing to so if you take alot of cash from your opponent. If you only take a little then each pay his own.---Smitty
How about the guy that stalls on every shot and walks around the table like he is 90 years old. He gets down on every shot two or three times and will sometimes lay his cue on the table and declare he will be right back after a visit to the men's room. Then he will examine every rack as if playing for a world trophy. He hasn't broken and run a rack in a year. Pay his time? Never.
Find someone else to play.
I'm prepared to pay my own way no matter what, but all except the most cock-suckerly of opponents pick up the time if winnings cover it. I try to stay away from playing for amounts that will be significantly impacted by table time.

Maybe we should have a non-shot clock to keep track of the time each player uses, and then prorate the bill.
If its not agreed upon before the match, its up to the winner if he/she wants to offer to pay. The loser should never just assume the winner will pay for time if this wasn't negotiated beforehand.

I agree with this. It depends very much on what the bet is, but it's always easier to agree beforehand.
Also, if the bet just/barely covers the table time anyway, then it's easier to just scrap the bet and play for the table time, in my opinion.
I don't like this "it depends" or "you must stipulate first" stuff.
I never assume someone else is paying for my time. It's 50/50 if nobody says otherwise. Why must only one person pay?
If someone acts like they don't have to pay table time, and they just expect you to cover their half... that's not the kind of person I want to play with, much less gamble with.
It's a nice gesture if the winner volunteers to pay, he can get more 'repeat customers' this way too.
