i was told this is a drill that toby sweet uses/used.

pocket the ob and place the cb at all 15 diamonds. it's very enlightening and you learn all about your stroke(or lack of it)

There are 18 diamonds.

So you're pocketing the ball with the cueball placed at each diamond? Or are you pocketing the ball from the position shown and having the cue ball END UP at each diamond?
 
A good drill for when your playing on a new table or a table that you've never played on before is to set up a grid of balls, 5x3 on the table. Try to run the entire grid without missing a shot and without hitting a single rail, this is a great way to get the speed of the cloth down.

How about doing the same grid drill and using a rail on EVERY shot? Perhaps this would give the player a feel for the rails as well as speed of the cloth.

I personally use the grid drill frequently (using 6 extra balls so the whole table is filled) as practice for straight pool. I usually use rails when needed, I have occasionally tried it with no rails, but have not yet tried it with rails mandatory on every shot - I'll try it tonight. My instructor also fills the table, but then adds a ball frozen to the rail on every diamond - he's a glutton for punishment (and it takes a lot of "balls" :) ).
 
Drills

I don't do real drills, and haven't for some time, but
I do practice banking, and I also practice kicking, especially
2,3, and 4 rail kick shots, but I kick them to the adjacent
diamonds to the pockets ... why because you hardly ever
kick with a ball in the pocket, most of the time a ball is on
the rail adjacent to a pocket.

The best drill is the one that fixes your worst weakness. First you have to know what your weaknesses are.

A drill similar to the one mentioned before is described in

but with much more general positioning. The drill described there is a lot like the training tool "Target Pool" that was promoted by pro player Kim Davenport.

I've never tried it where you have to hit a rail everytime but my table is 30 feet away and I think I might just go try it!
 
The one I like to do is set up 3 across and 5 down the table, and try to run the table without touching another ball. its probably similar to snipers but you can touch the rails.
