I think the guy on the left just finished shooting and the man on the right is hurrying in to shoot before the next disaster!

My guess is either after the Great Chicago fire or after the San Francisco earthquake back around the early 1900s. See the fireman? His uniform appears to be distinctly American. Just a guess.

My guess is during the war London. Oversized snooker table. The guy at the top of the picture appears to be wearing a military uniform but there isn't enough detail to tell what country.
