Watch how the top part of that tower rotates.Look closely at the balls in back. They all move in unison. I'm calling BULLS^*T. I think that parts if not all of that tower are either glued or pinned.

Oh that's easy! You start with just standing on one rack, then you put three balls under it, then a rack under that, then another 3 balls under that ... next thing you know he is on the top of all of it!
