Is it possible to take an older 4 point with veneers and turn it some more to make it thinner and lighter. What are the risks?

Can do that. As far as problems, it really depends on the cue and how much thinner you want to cut it. That means a retaper and a refinish, different balance point.

Almost like making a new butt.
 
You'd likely shorten the points a smidge
OR
Leave the F/A alone and cut a different taper from the A-jnt back.

Inlays in the butt could possibly be affected as well, depending on methods used and depth of inlay. Your mod sounds like more trouble/risk than it's worth.

What are the joint size, bottom of the forearm size and bottom of the butt plate size?
