Can you imagine a person actually calling a bad foul on another person? Terrible. Especially if he’s playing that other person.

I can forgive someone for not understanding the physics of the game. Knowing those same physics/rules and knowingly breaking them under the expectation of getting away with it is a whole other level of shitty.
I always thought any miscue was a foul.Accidental scooping of the cue ball when done during a draw shot is not a foul. Scooping is only a foul if you intentionally try to do it to hop over a ball. In those shots intent is everything in the classification. There is a school of thought that many miscues are fouls because the side of the ferrule or even the shaft touches the ball during it, but even at Pro tournaments that is not called on the player. It's technically a foul if you look at how the shot takes place, but practically I have never seen it called, which I think is the correct way to do it since the result of a miscue is often bad for the player shooting it anyway LOL.

Nope, just an "oops", unless as Dr Dave said, if the miscue was intentional. Then it's just a similar foul as any illegal stroke, say lifting up on the cueball instead of shooting in a forward motion. There have been many discussions over the years if some miscues should be seen as a foul because the ferrule or side of the cue can strike the cueball then, but nothing has been done to implement that on it's own as a stand-alone foul. Probably because it may be hard to tell what hit the cueball on the stroke without slow motion replay, and also it has been said that the result of the miscue is almost never good for the shooter anyway, and can lead to some other foul happening.I always thought any miscue was a foul.
