your dead on right and another note players will miss more balls with a 12 3/4mm than a 13mm! Years ago players played with 13 to 14mm shafts and still could draw the pants off!
 
I enjoy playing with 12.25 to 12.50 the best. Typically nothing over 12.75 though. Certainly preference though, I have a friend that moves the ball a lot better than I do with 13's. I think it is what you are used to.
 
Most players use 12.5-13mm. I play 11mm with a regular pro taper as opposed to the conical snooker style; so does Strickland and a few other guys. I've heard Sam Monday and many others are big fans of Fast Larry's "Juiced" shaft which is 11.5-11.75. I do feel more accurate with long shots with a larger shaft... but only if I'm not playing carefully. I feel that the smaller tips (especially if the shaft is whippy) will exaggerate any inaccuracy in your stroke...

Players claim to get more spin with small tips, though it's physically impossible... but a shaft with less mass does transfer less energy to the cue ball when hit with significant spin, therefore that same amount of spin will grab more and give the perception that small tip=more spin. At least that's what simple physics tells me... though I probably opened a can of worms with this one.

There are pros and cons to any size tip... if you feel you would like a smaller tip, gradually take yours down till it plays right for your style of game. I think 12.25mm would be the best of both worlds. Bridge comfort is also a big issue when talking small shafts and mine is just too small for most people to work with... but holy hell can I make that cue ball dance with it...

12 1/2 was the norm when I started playing, later on it went to 13 1/4 mm on average, then dropped to 13 mm and was that way for years. Recently, it's been my understanding that a great many pro players are going back to under 13 mm, personal preference varying a good deal.
I've played with 12 1/2 for several years and recently went back to 13 on my current player.

I started playing seriously in the early '70s and 13 1/2 was very rare and 14 even more so. You can miss balls with any size tip you play with, it has nothing to do with the size of the tip. Call Geno to find out why.
 
Play with what you're comfortable with. Don't worry what the other guy is playing with. I shoot with a 11.75mm tip because I like the feel of geometric precision when I hit the cue ball. Good luck in your quest for optimum tip size.
 
RADAR...While I don't agree that more players will miss using smaller tips, I do agree about being able to draw the CB with any size tip. Back in the 70's the pro standard was 14mm. I ran my highest century (122) in snooker using a 14mm shaft.
