Brent, I respectfully disagree ...
I think the main issue are there are a lot of cuemakers and wanna be cuemakers in the market ... it's highly saturated and competitive niche market. I think it's very tough for someone to enter into the business/market full or part time expecting to make profit/living from it.
I appreciate custom cue makers and their work. And I really believe cue prices are very low compared to amount of hours it must go in to produce a cue. Having said that, for most cue makers, I think it must be labor of love. My local cue maker is very discouraged as he said "there is no money in making cues" and he makes very high quality cue.
