It should eventually roll east but ....still, Norfolk is right on the water, the storm surge alone could cause issues, even if the body of the storm stays offshore..

Its gonna be the u.s. open canoe marathon ;)

On September 30, Virginia Governor Terry McAuliffe declared a state of emergency for the entire state owing to heavy rains, unrelated to the hurricane, and the threat of Joaquin. The city of Norfolk also declared an emergency. Connecticut Governor Dannel Malloy advised residents to be prepared for potential impacts from the hurricane. In New Jersey, governor Chris Christie declared a state of emergency on October 1.

In 2005, Hurricane Katrina cause $108 billion in damages. Superstorm Sandy caused $65 billion in damages when it hit in 2012. Last year Hurricane Arthur caused only $22 million in damage. So, either we're better prepared, or we're due for another 1 in a hundred year storm.
