Up two balls,down three ect. ?

What does this mean exactly?

I hear it metioned here quite a bit and I get the "general" idea of it being a persons game is either up or down.
But after that I'm stumped.

Is it balls spotted? Taken ? Is it a gamlbing thing or a run out thing? One in the same?

If I were to say my game is "up a ball", what am I saying?

I've always understood it to mean that you are averaging one extra ball when running.

My first impression was re: playing the score in a 1p game...one might choose a different shot if the score were 8-6 vs. 6-8.

But, if you game is "up a ball", then it means the "up a ball" you could give the pre "up a ball" you the 8 in 9b or 8-7 in 1p..
