I was asked a question from a friend that is going to Vegas for the tourney's about if they check everyones break cue's for phenolic tips ? Reason being he has a Mezz with there stock tip on it and was told it is phenolic and thats the way it comes off the shelf. So do they check everyones or only if theres a complaint or if someone says something to a official ? I figured someone would know on here. But I dont know why a company like Mezz would put tips on cues that are not allowed and still have pro's useing their cues and alot of regular players and right off the back the tip needs changed. I think he said the tip on his Daul Force is a trance tip ,,,, Thanks
Below is what I could find in the BCAPL rulebook that pertains to the cue.
So from what I can find, you just cant have a non leather tip on your break cue and if you do and use it, it would be considered a foul.
Now your friends opponent would have to call a ref over to confirm that it is a non leather tip. That puts the ownership on your friends opponent to call the ref if your friend is using a non leather tip to break with. But also, all players are given a rulebook as part of joining the BCAPL and its your friends responsibility to adhere to the rules.
9. Cues
a. The width of the cue tip must not exceed 14 millimeters. There is no minimum width.
b. The weight of the cue must not exceed 25 ounces. There is no minimum weight.
c. The length of the cue must be at least 40 inches. There is no maximum length.
d. The cue tip must be composed of leather, fibrous, or pliable material. The contacting surface of the cue tip of any cue used for a break shot must be made entirely of leather.
2. Situation: Player B questions the legality of Player A's cue and summons a referee (a) before Player A has used the cue to execute a shot; (b) after Player A has used the cue to execute a shot. In both cases (a) and (b), the referee determines that the cue is illegal.
Ruling: (a) No foul, but the cue must be removed from play; (b) Foul.
