Probably gonna get some hate for saying this but you could always play at 'slick willies' out near Katy, before I got serious about pool I went there with my freinds every weekend and always liked it, it's been over a year since I lived in Houston though so I don't know how I would feel about it now.
 
Bogie's is the place to play. Open 24/7 all the best go there and you can get action of any kind if your good or bad.

Fast Eddies on Northside, not far from Bogies... Decent tables, hardly any action though...

That pretty much says it all. Smoking is permitted in all of these pool rooms. Ordinance will go into effect in September, I think. Norwood mentioned Breakers. If it were up to me I would put Breakers ahead of Legends because of the equipment and space to play. Doesn't seem like many people go into Breakers for some reason. Too far off the highway, I guess. Cue and Cushion mainly one pocket, couple of guys there like to play. As has been mentioned, Bogies has all kinds of action for all kinds of skill levels, the problem is most of them would prefer if their opponent can't lift a cue.
 
I will be in the Houston Area (West side) as well the last two weeks of the month. If anyone would like to get together to bang a few, let me know.
