First, it is pretty frowned upon to solicit bids in this forum. Choose some cuemakers and contact them directly.
As for the woods, you are using too many. Classic rules of design (of anything) basically state that nothing should be used in one place only. You are using three woods in different segments of the cue with nothing to tie them together. This will look a bit like frankenstein's monster. Flame birch is similar to curly maple, why not simply choose one and make it a theme?
I had a nearly gorgeous cue for a while, it was rosewood with curly maple points veneered by orange, light natural and green...the colors of the Irish flag. The colors were repeated in the joint and butt rings. There was a white buttcap on it and a stainless collar. The one thing that always bothered me about that cue was the stainless collar. If the maker had used silver rings in a couple of places, it would have been fine. I almost sent it back to the maker to have the collar changed to the same white as the buttcap. If this would have been done, the ferrule, joint and cap would have all been white and it would have tied the cue together nicely.
