I have never known why some of the names listed in the Members list are bright blue, and the others are black.
What does the bold blue signify?

It means they have paid for a registered membership to AZB. A paid membership includes all kinds of extra goodies on the forums.

The money goes to support the website.

I believe it indicates whether they are on line at that particular moment.

It is supposed to indicate club members

It is supposed to indicate club members. However apparently several of the little perks of being a club member aren't kept up to date including that little acknowledgement. I have been a club member for a week or so and note that I didn't see some of the changes. My reasons for joining were to support the site and to gain larger PM storage since I was having to clean up PM's almost daily sometimes. I did get the expanded PM storage and the rest doesn't matter.
