I would say not a Scruggs. The points come too close together at the wrap. This was generally not the way Tim did points.
Some have said Richard Black. The shaft collar brass inserts look like Richard's work, but I've never seen his earlier cues with that joint ringwork. Also, he usually used a smaller rubber bumper, though the buttplate could have been replaced. But I don't think it's a Black.
Sure looks like Verl Horn, but I don't recall that joint collar ringwork from him either. Pretty good mystery.
