What exactly is it?

The butt plate is Delrin. The joint is not really beveled. Maybe it was touched with a file as it is not perfectly sharp. The shaft pilot is straight wood with the insert inside the pilot like a Rambow or Hoppe cue is done. The wrap feels almost like a nylon blend instead of silkie smooth like Irish linen. I am guessing it is a off brand of fishing line from the 60's or 70's.

I think this might have been made by a guy named Don Doyon out of Maine. He was big into acrylic windows and used a lot of the round dot inlays. I think he's in the Blue Book...

I just saw a Titlist conversion on eBay with just about the same butt layout and really close to it. The guy thought he had an old Balabushka maybe 40-50s but I will say the butt construction is really close ill have to see if I still have the photos.

I really think this cue is before Don's time.
The pilot with only internal brass on the shaft is something no one I know of has done since the 70's.
