This is one of those situations where no matter what you do, if you get out, you look like you did the right thing. Obviously, the 9-ball is in a funny spot but based on the location of the 7, you should be able to relocate the 9 with little effort. However, by doing so, you're likely going to have a somewhat challenging shot on the 8. You can also play them as they lie but it's going to require a challenging on shot on the 9-ball to get downtable for the 10.
I say relocate that 9-ball right now. There's just so much good that can come from it. It sucks if you end up with a tough angle but the worse scenario is dealing with the 9-ball as is. You can relocate that 9-ball, have the cueball move off the rail a few inches and be left with a very routine scenario. What's more, the shot on the 7 is really just a stun shot with no chance of getting hooked.
