Is Bob's method- take 1/2 the spread and/then another half on the short side as an aiming line at the rail?
With the CB frozen to the 1 it's an automatic good hit. Just aim the CB where Neil put the 15 (just past the opposite side pocket) and stroke straight through at medium speed with a little follow. The 1 moves (good hit) and the CB will hit the opposite rail right about where Neil put the 10.

This seems to say yes:...does the object ball have to move in order to make it a good hit?

6.7 Double Hit / Frozen Balls
...if the cue ball is touching an object ball at the start of the shot, it is legal to shoot towards or partly into that ball (provided it is a legal target within the rules of the game)...
This means you don't have to worry about pushing or double hitting the CB if you use a normal stroke.
