As he indicates--and I've found it to be true when I experimented with it--the cueball may head for a point on the cushion a tad less than double the aim point on the cushion. Thus, you might have to aim at a point which is slightly greater than half the distance to the intended 1'st rail contact point.

What are the rules of the cue ball and object ball being frozen?Seems like
everywhere you go there's different rules.
Also since the ball,s are frozen does the object ball have to move in order
to make it a good hit?
WPA World Standardized Rules
6.7 Double Hit / Frozen Balls
...if the cue ball is touching an object ball at the start of the shot, it is legal to shoot towards or partly into that ball (provided it is a legal target within the rules of the game)...
This means you don't have to worry about pushing or double hitting the CB if you use a normal stroke.
This seems to say yes:
...and if the object ball is moved by such a shot, it is considered to have been contacted by the cue ball.

Valley league rules don't allow for anything using the 2x fuller system.
They, and other leagues don't want to incorporate anything that may require a little thought.
I dislike rules that dumb down the game simply to encourage participation and encourage a cattle herd mentality and "Stepford" types of players.

Whatever you say it is all crazy talk. The shot is a push where you nudge the 6/9. tied up or open, doesn't matter.
If you shhoot again then you can either- yes, in order:
shoot the 1 in the corner
thin it and go 2rails around 5 back to foot rail
shoot 1 around 5 to foot rail and leave CB at head rail.

I will concede my push gives a good chance you will need to deal with tied up balls, but you aren't going to fail to execute and leave the damn combo for the opponent. all those throw/ thru-hit shots have so many variables that they are really harrigans.
You only get to push 1x. Use it and use it wisely!
