This was not the first time the UPA used the alternate break format. Each event I've played in used it. Once you get a couple of racks behind, it is very, very difficult to come back in that format. You MUST rely on your opponent making a mistake rather than your own play. Is it fair? To a second (hopefully) tier player like myself, I like it. It keeps my matches close. To a top flight player, it keeps them from steamrolling their opponent. In the end, the cream still rises to the top. Johnny Archer won again. Most of the usual suspects were at or near the top.
