I think a much better way is with a shot clock and specifically the chess clock style. That works well for straight pool, doesn't take any added personnel and has the added benefit of getting the guy who just missed back to his seat quickly.
I'm confused. It was gone after a few years, what is it now, is it 17 pts, including the points for the first two, that is 1 + 1 + 15 = 17? Also, I thought the rule was for three scratches in succession. I guess I was mistaken there, any foul can be one of the 3, not just cue ball scratches.

There is a 1-point penalty for each of the three fouls. In addition there is a 15-point penalty for committing three fouls without an intervening legal shot. That is a total of 18 points of penalty for the series.
It is possible to foul between shots, but I have never seen that as part of a sequence. I think the exact wording of the rule would survive such a test.
