I have looked into this subject before.

You will have to cut them from a silver sheet on a CNC.

Easy to make but they will be expensive rings for sure!

I make my own .050" nickle silver, like Balabushka used. I bought a 12" piece of 1" diameter nickle silver rod which I bore and cut off. I also seem to remember that Prather was selling washers in nickle silver. If you are looking for sterling or .999 silver you do have to cut from sheets.
 
There's a bit of a difference btwn Sterling Silver and nickel silver.
One is nice to work with and the other is as hard as the hubs of hell.
Actually, nickel silver has no silver in it. You knew that, right?
Since you're not real particular, have you considered aluminum?
Those are pre-made and readily available, any thickness you want.
You'd be surprised at how many cues out there have aluminum rings.

You might be able to punch silver, but much harder with nickle silver.
If you can't mill them , here's away to do it with a drill press. Get a sheet of the material in the thickness you need. super glue it to a wooden block. Drill the outside with a hole saw.
Drill the inside with a silver deming drill. Then cut away as much of the wood as possible.
Dunk it in acetone and the glue will release. Pain in the butt, but can be done with
hobby tools. I had a bunch( min order) of .060 thick done for George cues, I mill the .050
thick (Gus size) . I don't know anywhere to buy just a few.
At .050 thick, nickle silver is a whole lot less exspenive than .999 silver.
