No idea about Europe, but in the US, I've often heard people refer to Ernesto Dominguez as the best pool table mechanic in the business.

Ernesto out of the LA area is excellent as is John "Scarecrow" Wright, another West Coast table mechanic. "Crow" is booked almost constantly supporting numerous pool rooms and many private owners in the greater SF Bay Area of NorCal.
