It was announced in 2017 for October 2017. Then it got pushed back to Nov 2017. Then 2017 got cancelled entirely.

THEN, it was announced again for fall 2018. Then the 2018 event got cancelled entirely.

Your dejavu is because the same thing repeated both years, and the threads got intermixed.

In each case, it was on the WPA calendar, and endorsed by the WPA.

So the WPA got it wrong at least 4 times. First, with the original even this promoter had in 2010 or so when he didn't pay the players. Then, twice in 2017, and once in 2018. It looks like the incompetent one here is the WPA.
