If both the cash and the cue are considered equal (nobody's taking advantage of the other)... then logically, it doesn't matter who goes first. Both guys are taking the same financial risk.
Actually, you could argue the guy sending the money stands to lose more. Money is useful everywhere and you know the exact value of it. A cue is only useful in some situations and you don't 100% know the value of it until it's in your hands (and even then...)
So we have to use some other deciding factor about who goes first...
Such as reputation/feedback.
Going by that, it makes perfect sense to ask the unknown quantity to trust the guy with positive feedback.
The fact that someone can still get burned by a person with a perfect i-Trader has no bearing on this. That's like saying "I once bought a new car and it broke down, so now I only buy used". Good feedback still trumps both bad feedback and no feedback.
