I'm in the market for a player at $600 or under. I will look at all options but here are my general preferences:

- 19.4oz to 19.9oz (no weight bolt)
- 12.75mm shaft (custom, not production)
- Wrapless (if wrapped, no linen)
- Wood to wood joint
- Stiff hit

Olney...

I have a wrapless Olney that will fit that bill. But it does have a weight bolt. Cocobolo with a birdseye maple handle, SW style ringwork in all positions. PM me for details if interested.
 
Very nice Blackcreek wrapless with 2 shafts for only $525 delivered in the US

I'm curious, why no weight bolt? There's a couple BCMs floating around on here.
 
I prefer the natural weight of the woods to determine the overall weight of the cue. It's just a preference.

You should be alright since your request has such a wide variance in weight. But I would think that if you are that insistent on not having a weight bolt, you would be more precise on your weight specifications than just 19-20 oz. To me, that's alot of weight variance.

Do a search for Starkey. Chuck Starkey make a cue that has a hit that you simply won't believe. Jay and jrhendry have posted reviews and so have I. Probably the best bargin on the cue market.
