"Tied off" ment wearing a harness and lanyard or retractable. I recall one job doing roof sheeting where we wore a lanyard and just let the hook drag behind. It looked legit for the safety inspector on the ground. We called it an air tie off. Of course there came a time when I was the safety man building overhead mortar protection in Iraq. The workers spoke a little English and "Tie Off!" Was so often my shouted message from the ground, that it became my nickname with the crew.
