Not on the 9' (oval) Blue label Diamonds I play on. If I hit the facing too far out at medium-fast speed, the ball will rattle. At fast speed, the ball has to skim the long rail for the ball to drop.

As for shelf depth, there are balls that can hang on the edge of the shelf that you cannot reach hitting rail first from any direction.
Line up 3 balls frozen to each other and the rail just past the side pocket. Hit the cue ball at break speed. The 3rd ball will drop, at break speed along the rail. This of course is assuming no one has altered the pockets from the factory cut or stacked any facings.

Cue Tip Compression

What exactly is the difference between soft, medium, and hard layered tips? When makers/brands mass produce these tips are they using different hardness leather layers? Or do they just use the same leather for all of the hardness offerings and just compress them into different hardness specifications at the factory?

Can you take a medium hardness leather tip and compress it into a hard, and have the exact same thing as if you bought the hard layered tip to begin with?
