Cue sold on Ebay and Paypal question

I put a Farris cue up for sale on Ebay maybe 2 hrs ago..I put a buy it now at 850.00.. The cue sold in about an hr. It said the funds were in my paypal acct. I checked it, and the funds were in there but said

On Hold-Ship now

I read a little more about it and it said that they would release the funds one the guy recieves the cue. I have 100% feedback on ebay with 36 items sold and purchased and 4 of them items I bought that were over 5K. and 6 items I sold that were approx 2500.00.

I have never heard of this funds being in your acct, you ship the cue, once the person recieves the cue paypal will release the money.

Have any of you ever had this happen? I hate to ship a cue and then the person somehow take the money back or whatever. Any ideas of suggestions?

Im not here to rip anyone off or be ripped of, I just want to protect myself and you guys here are top notch and are always looking out for fellow AZ'ers!

Thanks guys,
Shawn

A friend of mine had a similar thing happen....something about purchases over $500...it's to protect the buyer....sorry I am not sure about much more.

I mean, I have no problems shipping the cue if this is something legit..Ive just never had this happen to me before over much more expensive items I have sold and bought on Ebay.

Check with PayPal...but with my friend, it said that the funds would be released after the buyer posted feedback (so after they receive the item).
He didn't like the idea of it either......not sure what happened.

Yea, thats what it said to me also....They have to leave feedback (recieve the cue first) before the funds were released......Honestly...if it were known people on here, I would be happy to send what I have to them for them to decide..and if they didnt like it, send it back...no problem....but Ebay....man, it could be anybody really....but it said his address was verified...and I checked his feedback and its 100%, but he has bought 147 items and most expensive one that I could see was107.00 Joss cue

Policy for payment holds for eBay items
--------------------------------------------------------------------------------

What is a payment hold for eBay items?
It is a hold that PayPal places on a payment you receive for an item you sold on eBay. The amounts held will be shown as "Pending" in your PayPal account. You still have access to all other funds in your PayPal account.

Why are my payments being held?
Payment holds for eBay items are an effort to increase marketplace safety. We hold payments when we suspect a transaction may be risky. Here are the most common instances in which an eBay item payment may be held:

You have been an eBay member for less than 6 months, and you sell an item for more than $100
You have an eBay feedback score of less than 100, and you sell an item for more than $100
You have a buyer dissatisfaction percentage* greater than 5%
You have an average DSR of less than 4.5
You have received fewer than 20 Detailed Seller Ratings in the last 12 months
You are listing your item in a high-risk category such as gift certificates, video games, cell phones, computers, or consumer electronics.

When will PayPal release the hold?
Your funds will be released when one of the following occurs:

The buyer leaves you positive feedback
3 days pass after proof the item was delivered**
21 days pass without a dispute, claim, chargeback, or reversal filed on the transaction

We may hold the funds longer if your buyer files a dispute, claim, chargeback, reversal or has otherwise taken action to dispute the transaction.

Learn more about the PayPal policy for payment holds for eBay items.

* Buyer dissatisfaction percentage is measured by adding negative events as a percentage of your transactions. Negative events include negative & neutral Feedback, Detailed Seller Ratings scores of 2 or less, and Item Not Received or Significantly Not As Described disputes.

** This applies to US domestic transactions that are shipped by USPS, FedEx, or UPS and either (i) use PayPal shipping labels to ship items or (ii) upload tracking information to PayPal via the transaction details page. If a payment is being held, it will be shown as "Pending" in your PayPal account until it is released.

Since the selling price exceeds $250.00 you will need proof of delivery, NOT just a tracking number.

Proof of delivery shows the item was delivered to the recipient and should be in the form of an online tracking number that shows the address to which the package was shipped, the date the package was delivered, and a status of delivery. For payments of $250 USD or more, a signature confirmation of receipt is also required. The proof of delivery doesn’t need to show the full street address since some shipping companies don’t include this information. The city/state or zip code (or equivalent) is normally acceptable.

From the PayPal site:

Items not received

To be eligible for protection against chargebacks and claims for items not received, be sure to follow all the terms, including:

* The transaction must be marked eligible or partially eligible for Seller Protection on the “Transaction Details” page.
* The item must be a physical, tangible good that can be shipped.
* Ship the item to the shipping address on the “Transaction Details” page.
* Provide proof of delivery that is viewable online.
* Provide a signature confirmation that is viewable online if payment is $250 USD or more.
* Ship within 7 days of payment, or within the date specified in your listing or website for pre-ordered and made-to-order goods.
* Respond to PayPal’s requests for documentation and other information in a timely manner.

I read that also while I had my Sony Ericsson cell phone on there,I didn't know that when I put it up on Ebay so I yanked it off early. I have sold/bought many things on Ebay, with 100% feedback and this bothered me. Now, if the person (buyer)doesn't like it,do they still hold the funds in your Paypal untill you give a statement saying you received your goods back, before they(Paypal) releases the funds back to the buyer? I get so many overseas bids from Ebay and Craigslist offering me 3 times the amount I wanted if I would end it early. To many scams.

Years ago I sold a large volume of drop ship items on ebay and in order to run the business I needed access to the funds immediately so I could order the products and have them shipped, this policy would have put me out of business overnight.

it did that to me about 9 months ago on some cell phones i sold. it is legit altho it's very annoying. the thing might take more than 1 day before it updates but i got my money soon after the guy left feedback so it worked out.

also, it has only happened to me on a sale to asia, but then again i havent sold many cues on ebay so i dunno if it only does that when u ship out of this continent or what.

The new ebay/paypal scam.

I hate to say it but if the guy buying the cue is a scammer then all he has to do is open your box, take the cue out, and then say that the box was empty or the cue wasn't the right cue and you are screwed. He then has your cue and has not paid for it. Maybe he ships you back a junk cue saying that that is what you sent him. Either way paypal will ALWAYS side with the buyer. Tracking numbers and all the protection stuff is garbage and means nothing. Proof of delivery means nothing because you as the seller can't prove that you didn't send him a junk cue. This is a huge problem going on with ebay/paypal right now with no real progress going on to fix it. As a little bonus now, you can't even leave negative feedback about the scammer. Thanks ebay.

You need to contact PayPal by phone immediately. This is not right. It must be the way your account is set up. At any rate... Unless you know the buyer or have done business with him before... I would hold the cue until that payment clears or at least until you talk to PayPal and are satisfied. Be cautious and safe. There is a lot of crap goin on out there right now. Good Luck!

Thanks everyone for your help. I am going to contact paypal in the next few minutes and when I find out from them, I will let you guys know.

Thanks again for all the emails of concern and advice....greatly appreciated! :)

Sounds like a legitimate Paypal ploy, but I would call them just to be on the safe side.

I did speak with Paypal just now, and this is something new they are doing for items sold over 500.00. This is taken from the Paypal website. They told me they are implimenting this to protect the Sellers, as well as the buyers. I dont like this one bit...but this guy has 147 transactions and 100% feedback...

I am a man of my word and I just hope this works out. I talked to the guy that purchased the cue this morning and seems like a great guy, was just wanting a custom cue for under 1000.00. But we all know from some other SHADY AZ'ers on here that are now banned, we know that some people talk the talk, but dont walk the walk....I am just hoping that this turns out good for me.

I will let everyone know how this turns out.....

...21 days pass without a dispute, claim, chargeback, or reversal filed on the transaction ...

Yeah, that is brutal that receiver can delay the $ like that...by doing nothing.

What a crock. Maybe back to the age of money orders :-) Don't mess with peoples money, and that is what paypal is doing seems like to me.

So what if the seller receives the item and takes weeks to say he got it? That mean you wait weeks for the money on hold?

I totally agree...what is to say that in this situation (and I am not accusing this guy of anything whatsoever) what if this person plays with the cue, and does not take care of his cues like I do...and he decides to send this back...I get a beat up cue, and he gets his money refunded...because he is pretty much the one that releases the funds to me....unless 21 days go by then paypal will do it..

I am not badmouthing this guy at all, but I think I will try and find another alternative to getting my funds besides paypal...to top that off, ebay is charging me 25.00 to sell the cue...which is ok, but then paypal charges me 25.00 to just accept the funds (thats a crock of crap).. so yea, I just made up my mind, I will not be going through paypal anymore.
