Several years ago
Several years ago I was playing in a big tournament with the big boys and I was scaring one of them playing 9 ball. I was breaking good and making a ball or two every time, when all of sudden I wasn't making any more balls on the break. I noticed that my opponent had move the one ball forward of the center of the spot about 1/4" and that's all that it took to keep me from making a ball on the break and it also took me out of the little zone I was in.
At a convenient break, I asked the famous tournament director about this business of moving the one ball around on the spot. I wanted to know if it was "legal" or not. He said it was. I told him I didn't think it was fair because I was racking them on the center of the spot. He then whispered to me that perhaps I should do the same as my opponent.
No need for names but I would love for one of the official referees to chime in on this. It's a curiosity of mine. Sorry it didn't work out for you Gene. Maybe next year.
