Loose cloth

As I am not a mechanic, take this advice with a grain of salt.

If the cloth is still in good condition, it can be re-stretched. If that is done, you save the price of new cloth. The amount of labor is still the same (and maybe a little more) The rails need removed, the cloth has to be unfastened from the table, and stretched. Because the mechanic is working with a shorter amount of cloth, I suspect the restretching could be a bit of a PITA.

If the cloth is not in good condition, I would opt for new. You also did not tell us what the rails were like. If the cloth was installed poorly in the first place (thus requiring a restretch) I am wondering how bad are the rails.

I would make sure to inspect the work, and make sure it is done right. It saves you money in the long term by not having to deal with it again to get the work fixed.
 
Is there a quick, easy & cheap way of 'tightening' cloth that's become loose on a table?

Cloth typically gets loose because of 1. humidity or 2. poor install. For humidity issues turning on
the a/c or using a dehumidifier usually works. If the cloth wasn't affixed well to begin with then
you can remove the rails/pockets, pull the cloth off and reinstall/restretch. In essence the same process
as moving a table and reusing the cloth. Bed cloth isn't all that difficult to reinstall. Rail cloth is a different story.

There's nothing really quick or easy when it comes to table work. To reinstall bed cloth you're looking at
around 1.5 hrs of work to remove then reinstall the rails and reapply the cloth. For cheap you need to do it yourself.
