I have a rules question I need help clarifying. I currently play in Germany where they follow World Pool Association rules for the most part with minor tweeking. Here when a player fails to make a legal break in 9-Ball or 10- Ball(failure to pocket a ball or drive 4 balls to a rail) they play that the incoming player has ball in hand. So if a player miss cues on the break and misses the rack completely, most of the time the incoming player takes ball in hand and grazes the 1 ball postioning the cue ball behind the rack. I even saw this allowed at the recent Euro Tour event in Austria. Has anyone else seen this play out in a professional pool tournament?
