Clear Ferrule?

Ok I posted about this in the main forum, but I had a shaft brought to me that had a crystal clear ferrule on it and it had a fibre pad under the tip. It was on a break cue, Maybe Im missing something but if you need a pad under the tip on a break cue for protection seems to me IMO that I would want a stronger ferrule?

Im still trying to think about what this stuff was, looked kinda like lucite but I dont think it was lucite just like it in looks. In this case it was cracked and needed to be replaced. Anyone else seen this, a clear ferrule? What would any of you speculate what it might be?
 
I had a couple roll through, both were Filipino players that brought cues from there....
 
Crystal clear you say? Interesting but looks a bit weird though with the threaded portion being dull no? I'll guess acrylic...

There wasn't much hazing from the threads, you could see right down to the threads. Either way, it cracked. If you held the tip of shaft in front of you, you could see clearly all around the tenon.
